Dear Mr. Battley,

Referring to my call on you this morning, I enclose copy of my memorandum on anti-British feeling in China, and shall be glad if you will kindly bring it to the notice of the Foreign Secretary.

The second section of the memorandum, which refers to anti-British propaganda in China, appears only in skeleton outline. May I again mention that, to write on the subject in a manner that will be satis- factory to me, it will be necessary for me to return to China and obtain more uptodate, firsthand information.

While I have set out separately some practical suggestions relating to Section One, Items 13 to 16 of Section Two actually refer to suggestions I have in mind in connection with British propaganda in China.
